Sorry for the bad lingo ....
ok ... i came up with a solution..
In My httpd.conf file i had changed the "deny from all " to " allow from all"
Directory "/usr/local/cgi-bin/vqadmin">
AllowOverride AuthConfig
AllowOverride All
Options ExecCGI
Order deny,allow
allow from all
</Directory>
and also i changed my .htaccess file to the /cgi-bin directory from
the previous /cgi-bin/vqadmin dir^................. and walla !!!!
it worked
