Hi, ( Best way,Bypass proxy for FTP site in your Browser if you see FTP traffic n squid logs ) Next plan of action :- Download tracetcp and install in your pc.Do the trace against port,you will come to know where is the traffic dropping.Do troubleshoot on the device.
Also try telnet the ftp site against port 21 and see the results.
