> i have a fedora 11 os in which sendmail service is running

Firstly, Fedora Core after version 4 or say 6 is more inclined towards
Desktop than servers. Moreover, most binaries are not as much tested as
with Cent OS.
I had a FC-9 sendmail server. No issues, but few ignorable bugs. It is
better to use Cent OS for servers.
Its a personal discipline I follow and just a suggestion to you.

HUH!! not done any configuration ??

> i am trying to send mail from command line from fedora but not working

What is the procedure you used to send a mail?
mail command or telnet method or any other?
Did you verify with /var/log/maillog log file for outcome ?
Please always check the logs. That is the first source of information.
Dont always reply on internet sources.
If you are unable to get an idea of the issue from the logs, then :
open two terminals to the same server (on putty or bash).
'tail -f /var/log/maillog' on one terminal. Hit a few [enter] key to
leave space so you can distinguish new entries.
on the other terminal, send a test mail like you did earlier. Once sent,
check the logfile terminal for entries pertaining to the mail test. If
you are able to gather the issue, then fine, if not.. then post the log
entries and the method by which you sent mail.

Also share config details
DAEMON_OPTIONS(`Port=smtp,Addr=127.0.0.1, Name=MTA')dnl

Other checks:
1. After starting sendmail service ...
netstat -patu |grep ":smtp"
Do you see 0.0.0.0:smtp or *:smtp ??
or nmap localhost command will also do. Look for smtp port listed.

2. telnet localhost 25
you should receive smtp connection with telnet escape remark.
if not check if localhost entry is correct in system's /etc/hosts file.
cross check with
telnet 127.0.0.1 25
