If you don't specify the Top/Bottom values in the X-config the whole area of 
the tablet should be used. But what does the different parts of the system 
say about your tablet?

* The tablet related part of /proc/bus/input/devices
* How has the wacom X-driver detected the tablet? (wacom related lines 
in /var/log/Xorg.0.log)
* And finally, the current values of the Top/Bottom values ('xsetwacom list' 
for a list of devices) (xsetwacom -s get <device> TopX TopY BottomX BottomY)
