What you see is the default behavior of unsupported LeftOf setting. To make it work properly, someone needs to modify Wacom X driver (I have other tasks in my queue in the next few months). If you can not use RightOf and you don't have time to make the change yourself, you'll have to wait until someone or myself get a chance to work on it.
