The behaviour is best expressed in terms of xidump's output.  Both scroll 
strips are affected.  In its present state, scrolling in either direction 
produces the same output, the value xidump reports goes in a  continuos cycle 
from -32768 to +32767 then back to -32768.  The value increases more quickly 
at the bottom of the strip (consistent with the expected behaviour, reporting 
values of 1, 2, 4, 8, 16, 32, 64, 128, 256, 512, 1024, 2048, 4096 from top to 
bottom, only mine is adding up the values).  Buttons all behave as expected.
Have also tested with 'wacdump /dev/input/wacom' (without X running), it is 
shown when I am touching one of the scroll strips via proximity IN/OUT, but 
does not report a position value for either.

I don't recall this problem starting exactly when I upgraded to either 
linuxwacom 0.7.7-4 or kernel 2.6.20, but I could be mistaken, will re-try 
with kernel 2.6.19 later.

Have I just overlooked something here, or is there a deeper issue?
