I thought hotplug and udev addressed two different things (driver loading 
and /dev management). None of them something I'd associate with re-opening 
the device file at hotplug time. Maybe I'm mistaken..

Anyway, what do you have in mind when you say 'wacom proxy'? Something more 
than the wacom kernel module? There are two different implementations of a 
proxy to the wacom driver (one on the linuxwacom web pages and the other as a 
separate project here, 'wacomproxy'), and both will make it possible to just 
plug your tablet into your computer and use them in X without any additional 
tweaks.
