It depends on which linuxwacom driver version you have installed.  If
you installed the most recent ones, newer than 0.7.7-9, you can set
pad's menu strip(s) to page up/down or arrow up/down by:

xsetwacom set pad StripLUp "core key up"   - arrow up for left strip
xsetwacom set pad StripLUp "core key down"  - arrow down for left strip
xsetwacom set pad StripRUp "core key pgup"   - page up for right strip
if your Intuos3 has one
xsetwacom set pad StripRUp "core key pgdown"  - page down for right
strip if your Intuos3 has one

If you want to learn more about xsetwacom options and keys, issue:

xsetwacom list param
xsetwacom list mod

If you are running an older linuxwacom driver, you'll need to use
Mats' ExpressKeys program at
http://freshmeat.net/projects/wacomexpresskeys/.
