SpeedLevel is a xsetwacom option mainly used by wacomcpl to set/change
relative movement speed.  It can only be integers.  Option Speed in
xorg.conf file accept any postive number with speed less than 1 slows
the movement and greater than 1 speeds up the movement.   So,
xorg.conf offers you more values to choose and test.  SpeedLevel has
limited (11) values.
