On changeSet there is an attribute dbms which must be a shortcut for having a 
preConditions with a dbms child. The documentation is not clear about the 
behavior if that shortcut dbms fails - is it a onFail="CONTINUE"?

So, is 
Code:
<changeSet id="X" author="Y" dbms="mssql">
    <!-- do something -->
</changeSet>

the same as 
Code:
<changeSet id="X" author="Y">
    <preConditions onFail="CONTINUE">
        <dbms type="mssql" />
    </preConditions>
    <!-- do something -->
</changeSet>


In the example at the start of the documentation for changeSet, there is also 
an attribute failOnError that is not documented in Available attributes.
