How was it fixed in 2.19.0 ?
Is there a README with a list of fixes for 2.19.0 ?

I too ran into this when beating up on LiS on SMP. It was just one
part of the larger issues with queue locking. Fixed in 2.19.0.
My testing was limited to the default q_qlock_option LIS_QLOCK_QUEUE.
