One thing that it looks like to me is that the video board 
pots, the ones for sync and size adjustment at the top of the board, 
are out of whack.  Look at the way it totally fills the screen on the 
vertical line but has extremely large margins on the horizontal.  The 
odd look of the image on the top 1/3 of the screen may be, at least 
partly, due to this.  While adjusting my Lisa's video I saw a similar 
thing, though to a lesser extent.  It looks like the brightness may 
be cranked way up as well.
