The draft is getting into funding by saying that. I don't know what will happen to the above. There has been what I could describe as, technically, violations of what's written in some old documents. Sorry, I cannot provide any details.

EID allocation is a one-time service, but to meet requirements like global uniqueness and providing registration data via Whois (or whatever), somebody has to maintain a database and a DNS server (if rDNS is used) which is a continual service subject to a service level commitment.

BTW, reverse DNS can be useful for operational purposes. I don't have an opinion about whether reverse DNS is required.
