Dino, I have to speak up in support of the chairs.

The process looks for working group support during the WG last call.  The fact that there was support at some time in the past does not answer the question.  The fact that there was no opposition at earlier times does not answer the question.  If the working group does not care enough now to engage on the draft, then it doesn't advance.  (I take no particular stance on the draft.)
