Hi!

Happy New Year!

This version is an "editorial" pass, focusing on updating the text to be a
standards-track-level specification (vs. experimental). The definitions are
consistent and focused on the encodings rather than the use
cases/applications (which were the focus of rfc8060). The use of the
individual LCAFs is left to the use-case/example drafts.

See the Appendix in the document for the list of high-level changes. The
diff looks like more than it is because we moved the definition of Type 1
to the top of §4 (from the end). Type 1 is the only LCAF that has specific
examples (we could move them to an Appendix to remain consistent?).

All these changes will make the remaining work (merging the other RFCs)
easier.

Please let us know if you have any comments.

Thanks!

Alvaro.
