This version is an "editorial" pass, focusing on updating the text to be a standards-track-level specification (vs. experimental). The definitions are consistent and focused on the encodings rather than the use cases/applications (which were the focus of rfc8060). The use of the individual LCAFs is left to the use-case/example drafts. See the Appendix in the document for the list of high-level changes. The diff looks like more than it is because we moved the definition of Type 1 to the top of §4 (from the end). Type 1 is the only LCAF that has specific examples (we could move them to an Appendix to remain consistent?). All these changes will make the remaining work (merging the other RFCs) easier.
