I may be missing something since I don't find section 7 to be multicast
related -

The sole reference to RFC6831 currently is in section 8 but that is in the
context of interworking where multicast reference is also provided. The
main multicast consideration section is
https://www.ietf.org/archive/id/draft-ietf-lisp-te-24.html#section-9 where
there is no reference to RFC6831 and that was the point that I was trying
to make. So, yes an explicit reference in section 9 would be helpful.

I also like Dino's suggestion to change the references to the bis versions
(they are in WGLC and more importantly move those base specs to standards
track).
