Wrong.  There are no exceptions, and there cannot be exceptions because
doing so would require changing the definition of UBE from one that
is content-neutral (and therefore defensible in a number of senses,
including the legal one) to one that is content-sensitive.  If you
do not understand why that is completely unacceptable, then I strongly
suggest that you subscribe to the mailing list designated for spam
discussion (spam-l via peach.ease.lsoft.com) and read the ongoing traffic
about a UK charity's (now-abandoned) plans to spam and the ensuing reaction.
