"Pick" a random 128bit number. If you use a good system
(cryptographically strong) for picking the numbers the chances of
coincidence are vanishingly small.
But I agree with your other point. On the rare occassions when lists
change hosts the members of the list will need to know about it anyway for
unsubscription information at lest, they can update their filters then.
So, it is not clear whether there really is a need for IDs that will
remain constant for all time under all circumstances.
List archivers might like it however.
