Debunking the latest Internet Tax chain letter

My wife just got a copy of a mass e-mailed letter warning about some bill
that Congress may be considering to permit toll fees for e-mail.

I assume that this is either the latest net rumor or another gross distortion
of something that Congress might be considering.

Anybody else seen this one and know the real skinny?
