PWS can only have up to nine users if i'm not mistaken.  If you take into account CF, CF Studio RDS, yourself, and whatever other processes you might have using the webserver.  It's pretty limited.

error - too many users

 occur when we set up cold fusion on a laptop with personal web server. The page that caused the error was logging the user in and creating a session for the user...

 

any suggestions
