I'm needing to read and display the contents of an XSL file into a text area
form element. I am not able to retrieve the contents of an XSL file in my
file structure, however, was able to read a txt file in the same directory.
Any thoughts on as to how to read an XSL file?

In a word, Yes. :) If you need to read binary files and display them, then
you may consider using CFCONTENT.
