$35 seems reasonable, but it's very possible to get much higher. Depends on the client of course, and your skillset. Also depends on where you are, and who you're competing against. Not uncommon for overseas developers to bill out at the $5-10/hour range - if you're bidding on a project where that's your competition, how can you beat it (of course, you can focus on what you do better than them, but many clients can't see past the money issue).
