This has never been an issue before under CF 5 and earlier.  

In addition to posting here, I posted to CFTalk.  Here is the response from there.

I found this XML file in "C:\CFusionMX\runtime\servers\default\SERVER-INF" made the 
change and everything is beautiful now.
