I'm not absolutely sure it will work, but if you can't find another
solution, you might try

<cfsavecontent variable="mygraph">
<cfgraph ...>...</cfgraph></cfsavecontent>

<cfoutput>
        #replace(mygraph,"http://","https://","ALL";)#
</cfoutput>
