Response to an old question concerning connecting to MS Access in CFMX Administrator in Win98/ME. 
 
DIRECTIONS:
Make sure you have the latest MDAC version from MS.  
Add the ODBC Data Source in Win98/ME first.
(Start>Settings>ODBC Data Sources - find and add your Access mdb, same DSN is OK). 
Then go into CFMX Administrator Data Sources and Add the Data Source with the JDBC-ODBC bridge.
Your ODBC DSN will be in the drop down!

On win98se, I had db connectivity issues downloading and running the Macromedia Pet Market which can run off of a Access db.  What I did was....   In the Administrator > Data Sources, set up the Access db with a ODBC driver and gave it a Data Source Name.  Then, I added a new data source with different DSN and used the JDBC to ODBC Bridge and pointed that to the original DSN.
 
If this is what you did then, sorry I couldn't help!

That was one of the first things I checked.  It's definitely not read-only.
