There are quite a few custom tags out there that will do this for you.
One of them is free, I think, called CFX_JPG. I have used it but had
some mixed results. One that I use regularly and has a whole lot of
features (besides image resizing, text overlays, watermarking and
compression changes) for an excellent price ($99/server) is
CFX_pwimageproc from a group of guys in Australia.

Is there a way to get an image file, look at its dimensions, 
and hence modify the img src tag to scale it down to fit into a 
certain space?  Basically read the dimensions of an image on 
the server?
