Ok, well, after reading the meta tag documentation that I was using...what I had to do was create the same file...but name it differently and call each other.  It's working now...but that's kind of stupid that I had to do that.  Thanks!

My mistake.  I didn't realize that is what you were trying to do.  The meta tag you used should do it.  I don't know why it's not.  The syntax is all correct.

You are having it refresh to itself.  In your meta tag, you need to put the url that it should be refreshing to (the new url).
