I'm told that all databases have the potential to be either case
sensitive or case-insensitive provided you can set their colation.
It's at least true of Oracle and MS SQL Server where Oracle defaults
to a case sensitive colation and SQL Server defaults to a case
insensitive colation. I believe they both set colation on a
per-catalog (database) basis.
