You could try a couple of solutions.
1. Make a folder CFIDE/scripts/ in your webroot and put the cfform.js and
wddx.js scripts there - that should do the trick. I think that is the
correct folder but check (haven't used CF 4.x in donkeys years).
2. Use the scriptsrc attribute in your CFFORM tag to point to wherever you
have placed the CFFORM.js file. Eg <cfform name="myform" method="post"
action="mytemplate.cfm" scriptsrc="myscriptsfolder/cfform.js">
