While it is not obvious, cvsnt has a pserver that integrates into the windows "services". I have done it...don't remember it being anything really difficult other than making sure I install the "server" since it was not part of the default install. I had troubles using the tcl/python scripts to act right with my ActiveState installs.
http://www.wazooenterprises.com/peon/peon_setting_up_cvsnt.shtml seems about right. Please know that pserver is not a very secure. Using ssh access is significantly preferred if you are not "secure". However I have not yet done this with a Windows based computer. It is best to put your repository on a machine that does little else. I have made some colossal screw-ups and wrecked the machine I develop on. (Not with Java...yet).
