If you're using CFMX, just drop in the latest version of iText - http://www.lowagie.com/iText/. Version 1.1 came out on the 16th and now includes a PDFReader. I'm doing work with Nationwide insurance documents and you know they have to be to the letter.

Create the doc, convert to PDF, add form fields in Adobe Acrobat 5 or 6 pro, then use iText to read the template, populate the fields and output the final PDF. It supports owner and user passwords, encryption, concactination (sp?) and more.

I've got an something of an article with code in the works. Let me know if you need any help getting started.
