Try this:
<CFHEADER NAME="Content-Disposition" VALUE="attachment;filename=#filename#.jpg">
<cfcontent type="application/unknown" reset="Yes">
This will force an unknown mime-type to the browser, and will result in a download diaglog.
Also, if you use this, its good pratice to use <cfsetting enablecfoutputonly="yes"> to surpress white space.
