1. Do the send and watch the spool directory--see if all 30 emails get in there or if only 6 ever show up (I think on Windows it'll refresh as new files get dropped in there)
2. I assume you know for a fact your query is actually getting back the number of records you think it it
3. Instead of using query="" in the cfmail tag, do a cfoutput query="" or do a loop over the query and in the output block send each email. Also while you're doing this method, write to a text file (or use cflog) on each iteration and see if it's doing what it's supposed to.
If CF is generating the emails and handing them off to your SMTP server correctly then from CF's standpoint it's working correctly, and there could be a million other reasons why people aren't receiving the email. Lots of companies (AOL being one that I know for a fact) are doing reverse DNS lookups on all incoming mail now, so if the email's domain doesn't match the server domain, it'll get blocked.

Both times, out of something like 25 or 30 records, it only sends to 6 of them. There wasn't any error on the sending, and the mail folder in CFusionMX doesn't have any spooled waiting to get sent.
Any clue what's up? Talk about scratching your head... it doesn't get much more simple than this... at least in theory.
