Fixed!  The solution was not the best but it worked.  Solution = uninstall CF6 
and the CF7 upgrade and then reinstall fresh with 7.  We tried all of the 
solutions that everyone e-mailed and then some others that we found... 
eventually the culmination of all of those attempts wiped out part of CF files. 
 So, we had to do the fresh reinstall.

Sorry, I don't have an easy fix but I think Daniel mentioned that he thought a 
reinstall of the server was what fixed it for him as well.
