I have added two new files to epic today (translat.c and translat.h) and
if you 'cvs update' as of now, you will need to re-run 'configure' to get
a new Makefile, or your makes will fail with a link error.

This adds /set translation back to epic, at the frequent request of 
Russian users.  EPIC does not hardcode the translation path into the
binary like ircII does, it is controlled by /set translation_path.
You can use the translation tables from ircII.  You will *have* to,
because I won't be distributing them with epic.

The "default" translation is, as always, "none"
