Unless someone can give me a good reason why this change would not be in
the best interest of epic, tomrrow I will change /ON CTCP_REPLY so that
it matches /ON CTCP.  THIS WILL BREAK BACKWARDS COMPATABILITY which is
the reason I am bringing this up here instead of unilaterally changing
it.  The change will only be made for epic4-1.1.*, which will lead into
the next major version of epic4.  If you object to this change (ie, you 
think I shouldn't do it), please please please let me know right now!

Details:
        /ON CTCP
                $0  - Person who sent the ctcp
                $1  - Target to whom the ctcp was sent
                $2  - The CTCP itself
                $3- - Any arguments to the CTCP

        /ON CTCP_REPLY (current)
                $0  - Person who sent the ctcp
                $1  - The CTCP itself
                $2- - Any arguments to the CTCP 

        /ON CTCP_REPLY (after this proposed change)
                $0  - Person who sent the ctcp
                $1  - Target to whom the ctcp was sent
                $2  - The CTCP itself
                $3- - Any arguments to the CTCP

This change has been requested by many people many different times over
a long period of time (several years) and I have always told them "not
right now -- maybe later), and it seems to me that now is the best time
to make a change like this.  Please let me know if you object!
