This was hardly an original idea back in 1979.  Hitler had a similar idea, with 
his racial purity and Germanic supermen theories (/cue "Super duper duper men!" 
from "Der Fuhrer's Face"...).  He was, in fact, planning to liquidate (i.e. 
exterminate) the conquered Slavs in the Soviet Union as part of his plan for 
more "living space" for the German people.  In fact, so far as I've seen to 
date, the only nations that he really had any respect for were Great Britain 
(which he considered more or less Germanic due to its Anglo-Saxon roots) and 
the US (which he viewed as having picked up the best and the brightest from the 
rest of the world in the previous centuries).  Everyone else was going to end 
up dead sooner or later, with the residents of the Concentration Camps in the 
sooner category, and the rest of the world in the later category.

In the movies, Duke Degwin even goes so far as to ask his son if he's familiar 
with National Socialism in order to hint at what the Duke thinks of Ghiren's 
ideas.
