In any event, the fact that you're frozen in place sounds about right. I
was following a guy in the Imperial City, and when a particular conversation
took place that I was supposed to witness, the game froze me in place until
the conversation was over. The only thing I could do was use the mouse to
look around. Once the critical conversation was over, everything went back
to normal. It sounds as if the trigger is activating properly on you, but
the trigger that starts the interaction between the two NPCs might not be
taking place.

Exactly. I left the game on all night hoping that the guard would come up
and trigger the event but it didn't happen. I followed quite a lot of the
other major quests in Morrowind. I had the original version of the game and
ended up getting the Game of the Year edition because there were so many
major glitches in the original version that wouldn't let me complete major
quests. I was trying to become the head of House Telvanni. In the game
there is a point where you have the choice of becoming Arch Magister, or
just plain Magister. In the original unpatched version you never get
offered the choice. If you talk to the quest giver who was supposed to
offer the choice after certain events in the game he automatically assigns
you to Magister. Luckily the GOTY version fixes this while allowing you to
play with your saved games from the other version and I was able to become
Arch Magister. I am wondering if the same thing will happen with Oblivion.
I am sure that the PC version will be patchable but I am wondering if Xbox
Live will allow the Xbox 360 version to be patchable. Or will we have to
buy a patched version in a few years.
