For the most part.  But I bet someone would license it eventually if Bandai 
provided the opportunity.  After all, Atlus is supposed to be bringing over 
Super Robot Wars, which suggests that any game that has a decent fan base can 
eventually be brought over if the licensing fees aren't too steep to prohibit 
the possibility of a profit (or if it can even be licensed to begin with, which 
I suspect Bandai would be loathe to allow for anything Gundam related).  That's 
a game series that's been around for a while without being properly licensed 
for North America, but is finally being brought over.

The trick is to keep the costs low.  North America is big enough that pretty 
much ANYTHING that's decent and/or has some quality to it can at least earn 
more than the cost of production (provided you don't overdo it and vastly 
overproduce).  And since we're talking about games that have already had a run 
in Japan, the only costs are therefore the costs of printing the discs and 
packaging, and the cost of translating the game.

Plus licensing if necessary.
