I don't think it's so much a problem of them still fighting the
Federation so much as the Federation themselves not giving up. As for
their own large-scale war efforts, it may just be all about power
anyway.
I'm sure you've read Nineteen Eighty-Four, yes? All of the different
"ministries" were for the sole purpose of controlling the inhabitants
of Oceania. They did this through rationing, propaganda, and the war
effort. Oceania was in a constant state of war with Eurasia and
Eastasia. But the war was, in fact, fictitious, its sole purpose being
to coerce loyalty and keep the world's inhabitants in a constant state
of fear. That may be why Zanscare is doing the same.
