No. I wouldn't call Katoki the "primary MS designer" for Victory Gundam. He designed the Victory types, but most of the design work was done by Kunio Okawara and Junya Ishigaki. Katoki had a bigger role on G, where he designed all the enemy suits working under the Devil Gundam. And for Wing TV, he designed every OZ suit (with the exception of Epyon).
