The problem is that the names and numbers and root server system 
are very lucrative and power giving resources when in private hands
but they should be in public hands as cooperative resources.
It isn't that they can be owned, controlled and administered  by 
some private entity without that private entity recognizing the great
wealth and power they have in their hands.

How can those who are making a power grab for control over the 
essential functions of the Internet act otherwise?

This is probably the biggest giveaway by the U.S. govt in history,
in terms of power, potential wealth, control over the Internet, etc.

How would you expect those grabbing for it to act?

The problem is with the fact that the U.S. govt is privatizing this
-- that these are cooperative public resources and they have
no authority to do this givaway, and that this givaway is already
having very harmful effects on the Internet community which will
only get much worse.

Clearly those who think they can make this killing aren't going to 
act in any upright ways.
