Last time I checked, the governments didn't control the routers and
nameservers. I'm beginning think it should hurry up and implode
so we can be free of the meddling.

what legal enforcement power does Icann have or can it acquire if NTIA
gives it the US's blessing?

potential control over the official root seems to be the stickiest.  but if
ICANN does something with the root that someonbe doesn't like, if there any
reason that that person can't take ICANN to court?
