  I would tend to slightly disagree with Jim on one point here.  The ICANN
Interim Board is NOT to set policy but to oversee any policies that
are set and decided by the membership and directors.

  Agreed that the ICANN Interim BOard should not be fiddling around with
administrative function's or questions.  However it should be acting
as a facilitator of policy once there is policy in place and determined
by the Membership.  The ICANN Interim BOard MAY recommend some policy
or suggest some changes in other policy being recommended but should
expressly NOT be SETTING any policy.  That as the White Paper
is very clear on, should be determined by the Membership, NOT the
ICANN Board, and especially NOT the ICANN Interim board....
