Yes and no. A secure TLD was the original plan, but were working out a new
plan now. A secure TLD may yet be in the future. Whether or not ICANN
blesses it, we don't care. They're "ate up" anyway. A secure TLD is
self-sufficient, it has to be and that is the main benefit.
