This seems like an argument for partitioning DNS space according to
location, or function. Some ccTLDs already do this. Many registrants
who could do something like this, do not. (I will get into this later
in my response to Craig.) IMO, this sort of thing should be
encouraged, and perhaps should have been encouraged from the get-go.
I recall reading very early namedroppers archives, back at the
beginning of when DNS was being designed, some people felt that
failure to draw up appropriate partitions of DNS space would lead to
the type of conflicts we have today.
