Correct. This merged draft is
now known as the "Paris Draft."

The Paris Draft has not yet been submitted, but it
will be later tonight.
FWIW, the Paris Draft has been achieved through an open
process, one that is not meant to end with this submission.
We fully expect to use the same types of open processes to
refine this draft up until the ICANN Board meeting in
Singapore in March.
We are currently collecting signatures from individuals,
companies and organizations that support this approach, and
who would like to be included in the original submission to
ICANN. To be included, please send me an email by 9:00 p.m.
EST tonight.
