Do you recognize the possibility--just the *possibility* mind you--that treating NSI
and the .com database as a regulated utility, subject to cost-plus regulation, will
become a permanent feature of the DNS landscape?
Do you see any danger that if ICANN becomes dependent on revenues from accreditation
and registration volume fees that it may--like the ITU did--become hostile to any
major competitive threat to the business firms and technologies that threaten to
overturn that regime? and that that hostility will work to the long-term detriment
of technological development and market competition?
