 can verify their identity and participates in a
 roughly civil manner. Members determine *all* 
 places on the body charged with regulating the
 technical functionings of the Net. Regulation
 defined as the lightest, most decentralized
 facilitation possible. All deriving authority
 from universal sufferage and global participation
 not sham procedings and quack Board politics.
