NIST  on Becky Burrs behalf disembled as follows in the second act of
nist's failed earlier effort to give IANA to ICANN:

>   a sole source contract to bridge the gap between the anticipated
>   expiration of the DARPA/USC contract and the anticipated completion
>   date for the transition by entering into a contract with only
>   the entity that can assume the continued seamless performance
>   of the IANA functions within the required timeframe.

A  far more knowlegable soure than Becky had the following comment: the
statement that this is the "only entity that can assume seameless
performance of IANA functions is false.

as far as IANA is concerned: Primary Key Personnel is deceased. The others
have no expertise relevant to IANA functions which does not exist
elsewhere. Is no special intellectual property... the computer facility
contains no unique records pertinent to the function which are not
presently or cannot trivially be replicated. Moreover the computer facility
relevant to function itself is
cheap to replicate.
